The Workforce Specialist provides employment-related services to job seekers and employers under the Wagner-Peyser program and assists in the coordination and execution of special workforce development projects. This position plays a key role in connecting individuals to employment opportunities, providing labor market information, and supporting businesses in meeting their workforce needs. The Workforce Services Specialist II ensures compliance with applicable federal and state regulations and maintains high standards of customer service.

Essential Duties and Responsibilities

  • Assist frontline and resource staff, assist clients with job search, and all other employment related services.
  • Deliver career and employment services to customers, including job search assistance, resume development, interview preparation, and referrals to training or supportive services.
  • Conduct intake assessments to identify customer needs, employment goals, and barriers to employment.
  • Register and maintain customer data in the state’s labor exchange system, ensuring accuracy and compliance with Wagner-Peyser guidelines.
  • Provide employer services such as job order posting, candidate matching, and labor market information to support recruitment and retention efforts.
  • Develop and maintain relationships with local employers, community organizations, and partner agencies to promote employment opportunities and workforce programs.
  • Assist with the implementation of special projects and may act as a case manager on special projects initiatives.
  • Participate in outreach and special projects, including job fairs, recruitment events, rapid response activities, and targeted initiatives for specific populations or industries.
  • Monitor program performance and assist with reporting, data tracking, and continuous improvement efforts.
  • Maintain a current understanding of labor market trends, state and federal employment policies, and workforce development initiatives.
  • Perform other duties as assigned in support of the agency’s mission and special workforce initiatives.

 

Entry Qualifications:

  •  Bachelor’s degree in related field from a regionally accredited college or university.  Degree requirement may be met if the candidate has three years’ experience in a similar position or similar field.
  •  Proficient in use of computers; familiarity with MS Office Suite (Word, Excel, PowerPoint).
  •  Experience in providing workforce-related services and using the Employ Florida system is considered a plus.
  •  Florida Driver’s License and access to reliable transportation required. Some overnight and frequent regional travel is required.
  •  Must possess or obtain FL WINS certification and earn the Florida Workforce Professional Tier 1 Certificate within 60 days of hire date.
  •  After acquiring FL WINS and Tier 1 certifications, must complete a minimum of 15 continuing education units annually.
  •  This position will require a Level 2 criminal background check.

**As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.**Work Relationship: Works under the direct supervision of the Director of Workforce Services for Bay County.

Physical Demands:

  •  Frequently required to spend long hours sitting at a workstation and using office equipment.
  •  May be required to walk or stand for brief periods
  •  May be required to use stairs when the elevator is not available
  •  May occasionally lift, carry, push, pull, or otherwise move up to 25 pounds of office supplies and materials
  •  May be required to reach with arms and hands and to stoop, kneel or crouch
